I think this should probably go under either the Codex or the Bestiary (leaning towards the latter). Thoughts, anyone?

I would think the bestiary is more for animals… But I don't know, there aren't enough articles here to set a definite framework. I guess that gives a certain amount of freedom.
Also you don't have a rating bar, otherwise i'd upvote it.
I like it.
As for your question - From The Index:
Begun by my predecessors; the founders of the Serpent's Hand. The Ophiuchus Codex contains various poems, prophecies, mission statements, philosophical essays, information, and reflections by Serpent's Hand members since the rediscovery of The Library in 1967.
The Bestiary, started by a certain Branden Howe, details various beasts and animals of supernormal origin. The Bestiary is work supplemented by both contemporary material as well as ancient sources.
Based on that info, I think it fits under either one (assuming you count 'skinwalkers' as 'animals/beasts').
I think I would count them as that. While the skinwalkers may be sentient, and may be originally human- and may even be struggling to reclaim it through any means possible- they are forced by various forces to perform decidedly non-human acts.
