And the first two lines of this piece are a real poem (translation done by me~), said to have been created in the same manner as described here; Yes, Miyako no Yoshika was a real person (Most likely), who lived during the 8th century. Ibaraki-douji/The Child of Ibaraki most likely isn't real. Who knows though.
