Seconding KilledTheKat's comment about the slight clunkiness — if time constraints weren't what they are, I think this would've benefitted from a little more tightening and review. The conclusion in particular feels hasty and difficult to parse, and the iconography isn't quite enough to thematically ground the whole piece; the murals and windows mostly just repeat the same things throughout, and I'm pretty much dulled to "scenes of distress in proximity to wealth" by the end.
That said, there's a lot of very understated weirdness here which is a lot of fun to read, even as the creeping sense of horror mounts. It feels the most SCP-esque of the contest entries I've read so far, and although it's strange to see it coming from Mr. Slice-of-Life himself, it's definitely not unwelcome. Solid upvote.
