It is possible to use zalgo text. I would be careful with how much you use it though - think of the accessibility of your readers (a screen reader can not parse zalgo text) or how much they're willing to put up with a difficult to read font. Have a justification for why you're using it as a storytelling tool, and please don't use it in an article's url.
That being said, if you still want to go through with using it, the easiest way to insert it would be to use an online generator to convert what you want into zalgo text, and then copy paste it in. If you use this site, be sure to keep the "craziness" level down. There is not an inherent way to do it with css / within wikidot itself that I know of that's easy/simple, so I would just recommend that.
